COBLESKILL — The Town of Cobleskill Planning Board has advanced the proposed Shad Point Housing Development Complex to the Schoharie County Planning Commission after reviewing environmental documents and outlining several conditions for the project.
Chacho & Sons Holdings, LLC, owner of parcel SBL #57.-4-2, has appeared before the board multiple times regarding its plan to construct a 76‑unit residential complex with associated storage units on Shad Point Road.
At its February 4, 2026 meeting, the board approved Part 1 of the State Environmental Quality Review (SEQR) with several recommendations. These include limiting the use of the storage units to residents of the development, preserving trees along the north side of the property for screening, requiring the entire complex to be paved rather than using gravel driveways, and maintaining transparency throughout the planning process. The board also formally declared itself the SEQRA Lead Agency and completed work on SEQR Part 2 before referring the project to the county.
Developer Paul Chacho told the board he is willing to work with neighbors and address concerns where possible.
Residents voiced concerns during the meeting, Joe Stahl, speaking on behalf of nearby property owners, raised several issues related to traffic, infrastructure, and neighborhood impact.
Stahl noted that Shad Point Road currently sees between 30 and 50 vehicles per day, while Shady Tree Lane averages around 20. He argued that the project’s main entrance should be located at the access road, with Shad Point Road serving as an emergency access point — the opposite of the current proposal.
Additional concerns included potential light pollution, increased school enrollment that could require more buses and teachers, and the need for municipal water and sewer upgrades. According to residents, water pressure in the area is currently only 11 PSI. Improvements to Shad Point Road were also cited as necessary before the development proceeds.
The map presented at the meeting was identified as the most up‑to‑date version of the project layout.
The Schoharie County Planning Commission will now review the proposal and provide recommendations back to the town.
The Cobleskill Planning Board’s next meeting is scheduled for February 27, 2026, followed by its April meeting on April 27, 2026. Both meetings will be held at the Village Building, 378 Mineral Springs Road, Cobleskill.
