FLEISCHMANNS - The Village of Fleischmanns was recently awarded a $135,000 grant to repair the collapsing Fleischmanns Heights Bridge along Route 28. The funds are estimated at 75% of project costs.
“Fleischmanns needs to come up with the additional 25 percent,” said Mayor Samuel Gil, “The board decided to accept this grant, and apply for another grant to make up for the 25 percent.” Gil said the goal is for the village to fund 0% of the costs.
A grant from the New York City Department of Environmental Protection is expected to cover the match, along with in-kind contributions from Delaware County and the Town of Middletown. Prices are based on engineering estimates, not on actual bids received.
The bridge was first reported to be on the verge of collapse in November 2021. However, repairs have been delayed due to high repair estimates and disagreements on bridge ownership. Discussions between the village, Middletown, Delaware County, Soil and Water Conservation District, and the state Department of Transportation have been ongoing. Most entities determined Fleischmanns is responsible, apart from village officials. Gil hired an attorney in September 2025 to review the issue. The determination lies in whether the structure is legally classified as a bridge or a culvert.
Middletown Supervisor remains firm that the bridge is owned by Fleischmanns. However, the town's constituents use the bridge, and as such, the board is motivated to help the project move forward, he explained. The town agreed to assist with hauling materials and installing the guide rail.
If all funds are received, Gil noted, the repair work would not start until 2027.
